Other than for SOHO & smaller SMB's , Google apps is pretty much a non-starter. Pretty simple.

Well, clearly, the vast majority of large companies haven’t adopted Apps. But Google did have some big companies at its conference who are using it–and its use in education seems to be pretty robust.

EDU, as you know thrives on free due to IT staffing, budget crunches, etc.. When I say "pretty much" I'm talking statistically. After 20 yrs as a senior exec in nat & internat businesses, that deal directly with IT channel.
There are, in the US at least, many legal issues that can't be correctly addressed when using something like Google Docs. HR, regulatory, IP & security.
